HOW IT WORKS...

Implementation of the Smartmatic Identity Management Solutions, which involves the careful coordination of technology and people, typically follows this set of steps:
1) Migration: Build a baseline by migrating existing databases and/or digitize existing paper records.
2) Enrollment: Capture a person’s biographic and biometric data ensuring top quality, and store it in a tamper-proof and standards-based data package.
3) Consolidation: Transfer all captured data to a single central location over secure networks or transported on physical storage media.
4) Duplicate detection: Find potential aliases, both biographically and biometrically, within the collected data. Use fused biometric technologies (iris, fingerprint, face, etc.) to maximize accuracy and/or performance.
5) Analysis: Using pre-defined business rules, rule out false positives. Classify unresolved potential aliases and submit them to a trained operator for investigation.
6) Adjudication: Potential alias cases are resolved and marked as valid/invalid records. All unique people records lead to an ID production request.
7) ID Production: Valid people records result in the production of a printed/laminated identity document (cards, passports, etc.) usually under strict security procedures.
8) Delivery: IDs are handed to their owners after verifying their identity using live biometric measurements and biometric info stored in the ID.

This workflow and its details are customized to client needs. For instance, one client may not need migration from a legacy system, while another may require a pre-enrollment process prior to formal enrollment and yet another may not want ID production. We are responsive to the unique needs of each project.

Smartmatic- Auditable Election System - How it works...

Ease of Operation and Security



The flexibility of the SAES platform makes it possible to automate any election in accordance with the legal requirements of the governing electoral agency, the local voting customs and the socio-political factors of the host country.

We place paramount importance on the security and integrity of the entire electoral process. That is we base our system on a series of encryption algorithms that safeguard the collection and transfer of every vote at each of the following verification points:

1. Voting receipt printed on special paper and identified with a random code to ensure the secrecy of the vote;
2. Fixed memory (internal) of every SAES machine;
3. Removable memory of every SAES machine;
4. Station tally from the voting table;
5. The electronic vote transferred to the tallying centers;
6. Electronic act transferred to the tallying centers;
7. The tallying act.

Each of these checkpoints ensures the transparency of the electoral process and together they provide the most complete guaranty available. They offer ample opportunities to pinpoint anomalies, if they occur, and early enough, to prevent them from becoming a big problem.

Comelec plans to tap 80,000 IT personnel for 2010 elections...

Yesterday (July 9, 2010), Comelec Commissioner Rene Sarmiento said at least 80,000 IT personnel are needed to assist board of elections inspectors (BEIs) in the forthcoming polls.

Anticipating the possibility that not enough public school teachers would be able to fill the required staff, the from various government agencies.

He explained that the Comelec is allowed to tap IT-capable persons to be present in each precinct during Election Day.


Only those accredited by the Department of Science and Technology (DOST) would be tapped, he added.

Sarmiento said the mechanics of tapping IT people will be up for discussion at the Comelec very soon.

Comelec and the Smartmatic-TIM consortium finally signed the P7.2B poll automation contract at around 5pm today...

The Comelec and the winning consortium pushed through with the contract-signing as the Supreme Court did not issue a temporary restraining order in response to a petition filed by Harry Roque and other lawyers, who alleged that the joint venture failed to conform with several requirements in the bidding.

The Comelec and the Smartmatic-TIM consortium finally signed the P7.2B poll automation contract at around 4:45pm today.
The signing of the 25-page document was delayed for about three hours because of what Comelec SBAC Chairman Ferdinand T. Rafanan called "typographical errors".
The signing of the contract will start the preparations for the first and historic automation program for the Philippines.

Smartmatic and TIM Reconcilliation

  • The dispute has ended. Smartmatic and its Filipino partner, Total Information Management (TIM), were able to iron out their differences over the control of funds for the P11.3-billion poll automation project after a three-hour meeting Friday.
  • "It's a go for poll automation. Smartmatic and TIM are right now signing their joint venture incorporation papers," Commission on Elections (Comelec) Chairman Jose Melo told reporters.
  • By next Friday, July 10, after submitting their incorporation papers to the Securities and Exchange Commission, the companies are expected to sign the P7.2-billion contract with the Comelec, according to Melo.
